Royal Panda review

Royal Panda is a LeoVegas group casino with slots, jackpots and live tables. International customers and Ontario customers have different contracts. The welcome reward depends on the offer and deposit, and normally becomes available after wagering your own funds. The headline amount is not an immediate credit simply for registering.

In New Zealand, the practical details are NZD banking and the schedule for weekly spins. In Ontario, play requires physical presence in the province, an age of at least 19 and a Canadian-dollar account. Availability also changes by country: the Chilean version announces that service has ended. These customers cannot all be assessed under one set of conditions.

Where Royal Panda accepts players

Nobody can register at Royal Panda from Afghanistan, Curaçao, Cyprus, Ethiopia, Iran, Iraq, Kuwait, Somalia, Syria, the USA or Yemen, nor from any country where taking part in online gambling breaks local law. Checking that is the player’s own job. A VPN does not help: the operator can demand that it be switched off and blocks access on suspicious activity. For the same reason, jackpots closed to your country cannot be opened through a VPN.

Other markets have published regional versions: en-ca for Canada, en-ca-on for Ontario and en-nz for New Zealand, plus a general English one. Games, limits, payment methods and promotion terms differ between them, so figures from one version should not be carried over to another. The age threshold is 19 in Ontario and 18 elsewhere, and never below the legal minimum of your jurisdiction. If a player turns out to be underage, deposits are returned, transactions voided and the account closed.

A Maltese company inside LeoVegas, and a separate operator for Ontario

The site belongs to LeoVegas Mobile Gaming Group and is run by Royal Panda Limited (C58222), based in Malta at Level 7, The Plaza Business Centre, Bisazza Street, Sliema SLM 1640. The same company is responsible for personal data. Malta Gaming Authority licence MGA/CRP/237/2013 is a group licence issued on 1 August 2018 and covers the general version, Canada and New Zealand.

Ontario uses TigerGen Limited, Maltese company C102961. The site names AGCO registration OPIG1337313, and TigerGen acts as an agent of iGaming Ontario. Play requires physical presence in the province; location can be checked when placing bets and at other reasonable intervals. This contract uses Ontario and Canadian law, with court disputes in the judicial district of Toronto. The international contract’s Maltese jurisdiction does not apply to that account.

The English wording is the binding text of the international contract; translations are for convenience. That MGA contract names Royal Panda Limited rather than TigerGen. Sharing a brand name does not make the companies the same contracting party. A payment issue, verification request or dispute belongs to the operator holding the account.

Complaints: eCOGRA for MGA accounts, iGaming Ontario for Ontario

International complaints go to [email protected]; Ontario customers use [email protected]. Both contracts aim to reply within ten days but allow external factors to cause delays. This is a response target, not a guaranteed payout date or a promise to decide in the customer’s favour.

For a transaction dispute, keep the date, amount, currency, transaction number, game title and verification correspondence. Accepted bets have a unique number or timestamp and appear in account history. These records help distinguish an unaccepted bet from an accepted one, and a pending withdrawal from a transfer already sent to the bank. The operator may record and retain calls, emails and chats.

After the internal response, an international dispute can be escalated free of charge to eCOGRA: [email protected], +44 20 7887 1480, The Core, Valley Road, Msida, Malta. The contract makes its decision binding on the operator for claims up to €5,000 inclusive. Above that amount, the operator can treat the decision as non-binding, with Maltese court proceedings available. The higher amount does not prohibit an ADR submission.

Ontario’s next stage is iGaming Ontario. The customer needs the complaint reference supplied by TigerGen. The Maltese €5,000 threshold and eCOGRA route do not belong to the provincial account. iGaming Ontario also has final authority for a BetGuard dispute.

One person, one account: what registration and checks involve

The site first asks for an email and password, then a form with first name, surname, date of birth, address and phone. The welcome offer has to be chosen before registration is finished and cannot be added later. Identity is checked at deposit or at withdrawal. The operator may ask for a passport or other photo ID, proof of address, proof of the payment method and papers on the source of funds. The New Zealand version names three items: photo ID, address and payment method.

Details must be truthful, otherwise the account is restricted, blocked or closed. A second account for the same person is not allowed. A duplicate can lead to voided bets, withheld funds and an administrative charge. If someone who closed an account because of addiction opens a new one, the money on it is confiscated. For checks the operator uses outside services: the privacy policy names Bisnode, TransUnion International UK, Schufa, GBG Group and Mitek, plus public sources.

The international duplicate-account charge is 10% of deposits with a €30 minimum. Ontario has a different minimum, C$40. On C$200 of deposits, ten percent is C$20, so the minimum under this clause is higher than the percentage calculation. This is a separate consequence of a duplicate account, rather than an ordinary cashier fee.

Ontario requests a full legal name, address, occupation or principal business, an electronic signature and information about politically exposed status. That category can include close relatives and associates as well as public officials. Identity must be verified before play there. Profile settings offer multi-factor login protection. Transfers between player accounts and the transfer or sale of an account are prohibited.

Limits, time outs and self-exclusion under different contracts

In the account area you can cap deposits, bets, losses and session time per day, week or month. Self-exclusion is switched on in the profile or through support.

Tool Cooling-off / term Coming back
Self-exclusion for a fixed period 1 day Request through support; early reopening has a cooling-off period
Self-exclusion for an indefinite period 7 days Yes, after the cooling-off
Permanent self-exclusion — No, a new account will not be opened
Closure because of addiction At least 5 years Only at the player’s request

This table belongs to the international contract. It contains an actual inconsistency: one clause prohibits reopening an account excluded for addiction, while the next allows a request after at least five years. There is no promise of automatic reopening for that account. An ordinary time out, by contrast, ends automatically after its selected period.

Ontario offers time outs of a day, a week, one, two or three months. Self-exclusion lasts six months, one to five years, or permanently. It logs the customer out immediately and prevents access for the exclusion term; unused funds are returned on request. BetGuard is a separate exclusion across Ontario’s regulated sites. Ending a Royal Panda exclusion does not end BetGuard, and the reverse is also true.

International daily, weekly and monthly limits use UTC. Ontario uses ET; simultaneously selected periods work together, with the lower available limit applying. A stricter limit takes effect immediately, while an increase or removal waits through a 24-hour cooling-off period. A Royal Panda limit does not automatically cover other group brands.

Ontario lists ConnexOntario for help outside the casino, at 1-866-531-2600. Its regional site provides the LeoSafePlay self-test and mentions BetBlocker; international versions also link to Gamblers Anonymous. A self-test assesses behaviour rather than block an account. Device-blocking software and an operator exclusion act through different mechanisms.

Who receives your data and who audits the games

Data is transmitted and stored with standard encryption, and SSL is stated for payments in the live section. Recipients can include game studios, payment systems, AML providers, marketing partners and other LeoVegas brands. Fair results rest on random number generators that undergo independent audit.

Over 2,000 games and three live-table studios

The Canadian and New Zealand versions claim more than 2,000 titles. Slots form the core, including Megaways mechanics and exclusives under the Royal Panda brand. There are also video poker, scratch cards, arcade and instant games. Studios include Pragmatic Play, Play’n GO, NetEnt, Games Global, Hacksaw Gaming, Relax Gaming, Northern Lights, Wazdan, Alchemy Gaming, Just For The Win, Playson, PG Soft and Iron Dog Studio; the New Zealand version also names Microgaming, Big Time Gaming, Push Gaming, ELK Studios and Blueprint Gaming. New games, the site says, arrive every week.

Jackpots have their own section. The networks named include Royal Jackpot (only for Royal Panda customers), Dream Drop with five levels, Mega Moolah, WowPot! and Blueprint Gaming’s Jackpot King and Rapid Fire. A fixed prize stays put while a progressive one grows from a share of every bet, and a minimum stake is usually needed to take part.

Live tables run around the clock from Evolution, Pragmatic Play Live and On Air Entertainment, which designs tables for the LeoVegas group. Blackjack comes as Free Bet, Speed, Infinite and VIP, roulette as French, American and Lightning, baccarat as Speed, Dragon Tiger and no-commission. The shows are Crazy Time, MONOPOLY Live, Mega Ball and Sweet Bonanza Candyland, and the poker tables are Casino Hold’em, Three Card Poker and Ultimate Texas Hold’em. Streams are HD with several camera angles and a dealer chat. Blackjack, roulette, baccarat and poker also exist in RNG format.

The New Zealand lobby separates Popular, New, Royal Panda Exclusives, Megaways, Feature Buy, Slots, Table Games and Drops & Wins. An Exclusive label identifies the brand’s selection, not a higher RTP. Visible titles include Royal Panda Branded Megaways from Iron Dog Studio, Area Link Bank Baron from Games Global and Hyper Frames Poseidon from Snowborn. A feature purchase and promotion eligibility are separate: a game appearing in the lobby does not establish that its bets count for an offer.

The cashier: payment routes, processing and the unplayed-deposit fee

The site promises instant deposits with very low fees or none. Under the terms, a fee may depend on the method, the bank can add its own, and exchange-rate differences are paid by the player.

Version Deposit Withdrawal
General (en) Visa, Mastercard, Trustly, Skrill —
Canada Visa, Mastercard, Apple Pay, Interac, Neosurf, EcoPayz —
Ontario Visa, Mastercard, Interac, Apple Pay Visa, Mastercard, Interac, bank transfer
New Zealand Visa, Mastercard, Skrill, Neteller, Paysafecard, Apple Pay, Neosurf The same where available; InPay

New Zealand banking uses NZD; instant credit refers to deposits, not every withdrawal. Deposits there start at NZ$10 to NZ$30 depending on the method and top out at NZ$500 to NZ$10,000. Withdrawals run from NZ$20 to NZ$60 up to NZ$5,000 to NZ$30,000. For Canada and Ontario the site gives no such figures.

After verifiable documents are supplied, the operator aims to process a request within 24 hours. The international contract’s outer processing period is five working days. Ontario states the same period, separately making it subject to appropriate checks and authorisations. Casino processing and arrival at the bank are different stages: five days is not an unconditional receipt deadline while verification remains incomplete.

An ordinary withdrawal must be requested through the website, not by phone or email. The original deposit method is used where possible. If that route is unavailable in Ontario, another account owned by the customer and proof of ownership are requested. Account closure and the return of funds during self-exclusion have separate support procedures. Bank charges and currency-conversion costs can remain even where the casino has no standard fee.

A withdrawal of deposited money never used for betting requires extended due diligence. The international contract permits a 5% charge and connects it to a withdrawal of at least €10; Ontario uses C$10. The wording does not separately explain whether ten units is the transaction threshold or a minimum fee. A definite €10 charge on every small balance therefore cannot be promised. Five percent of €200 is €10, while five percent of €100 is €5; these calculate the percentage rather than confirm a minimum charge.

The wagering condition is no reason to gamble merely to save a fee: a lost deposit can exceed the charge. Confirmed bets cannot freely be changed or cancelled. Money credited by mistake remains the operator’s property; withdrawing it creates a debt under the contract. Part of a positive balance can also be reserved for accepted bets and excluded from the amount available for withdrawal.

Casino welcome: 35x in Canada and separate NZ reward bands

The Canadian casino welcome is selected during registration. The minimum deposit is $20, with seven days to make it. Play then uses your own funds: the reward unlocks after wagering the deposit 35 times on eligible games. Neither the matched amount nor future spins should be counted as funds available to bet with from the outset.

Deposit in the Canadian offer Cash reward after wagering Value of each of the 100 spins
$20–49.99 100% $0.20
$50–79.99 100% $0.40
$80–119.99 100% $0.60
$120–199.99 100% $0.80
$200+ 100%, capped at $1,000 $1

The hundred spins are for Gates of Olympus, issued twenty a day over five days. A $50 deposit creates a $1,750 target, a $50 cash reward and $0.40 spins. A $2,000 deposit creates $70,000 of turnover while the cash reward remains capped at $1,000. A higher deposit does not raise the maximum reward indefinitely.

Wagering must be completed within seven days of deposit, followed by one day to claim the reward. Claimed spins must be used within three days; their winnings become cash without a further wagering requirement. A stake and its eligible contribution are separate: a game can pay a win while only a fraction of the stake counts towards the offer. Real-money withdrawals do not forfeit welcome entitlement, and additional deposits may contribute to meeting turnover.

Ontario’s casino welcome has the same reward bands and 100 Bonus Spins, but applies to Ontario residents and a CAD account. Game exceptions differ: Blood Suckers and Dead or Alive count at 70%, while Dream Catcher, Mega Ball, Mount Cash and Flippin Awesome Shields of Asgard count at 10%. The Canadian MGA version also gives the last two a 10% contribution; its ordinary casino table gives live games 0% and table games and video poker 10%, subject to exceptions. European Roulette and selected Plinko and Slingo titles do not count.

New Zealand welcome: cash after wagering and twelve weeks of spins

The offer for New Zealand residents uses separate terms effective from 15 September 2025. There are seven days to deposit, fourteen days from deposit to complete a card, and one day to claim the unlocked reward. The casino banner gives seven days for wagering, while the card’s specific terms give fourteen. Those deadlines conflict. This Deposit Card schedule uses NZD:

First deposit Immediate spins Turnover in the offer row Cash reward Weekly spins for 12 weeks
$20–49.99 5 $400 $20 10
$50–99.99 10 $1,000 $50 15
$100–249.99 20 $2,000 $100 20
$250–499.99 50 $5,000 $250 50
$500–999.99 100 $10,000 $500 100
$1,000+ 200 $20,000 $1,000 150

The $0.20 spins are available on Sweet Bonanza, Book of Dead and Bison Moon Link & Win. They must be used within three days of being claimed, and winnings become cash. The top row totals 200 immediate spins plus 150 × 12 later, or 2,000 spins. However, the introduction to those same rules says up to 150 immediate spins. The banner says 2,000, the descriptive casino text says 1,650, and an older welcome answer says 300 on Sakura Fortune. These are different promises, rather than a single guaranteed package.

An intermediate deposit also creates a calculation conflict. The $50–99.99 row specifies $1,000 of turnover, while a separate clause requires the deposited amount to be wagered twenty times. These agree at $50; at $75 they produce $1,000 versus $1,500. The terms do not explain which calculation applies within a band. The first deposit determines the reward; further funding can help complete turnover but does not automatically increase the reward for that first card.

In NZ, Blood Suckers and Dead or Alive contribute 70%, and Low Stakes Roulette 10%. A $1,000 target at a 10% contribution requires $10,000 in eligible stakes. PlinkoX, Money Cart, Money Cart 2 and selected crash titles have no contribution. A Popular category or Exclusive label therefore does not establish that a game advances the offer.

Live welcome: a cash reward and Reward Games are different

The Canadian MGA live welcome requires at least $10 and matches the deposit with a cash reward up to $1,000. Your own funds must be wagered forty times within seven days; three days then remain to claim the reward. French roulette contributes 40%, baccarat 30%, and blackjack and certain hold’em games 20%. A $50 deposit creates a $2,000 base target; at a 20% contribution it takes $10,000 of eligible stakes.

Ontario has three live cards: the first matches the deposit up to C$300 and adds C$10 Evolution Reward Games; the second and third match up to C$100 and add C$10 Reward Games each. Every card needs at least C$10 and forty-times wagering, with only one active card at a time. The overall window from registration for depositing, wagering and claiming these rewards is seven days.

Reward Games fund rounds at Evolution tables rather than provide an unrestricted cash balance. They last three days after claiming. They can be used in one round or several, and resumed through the same table or the gift icon. Winnings are capped at ten times the reward value: C$10 has a C$100 ceiling. A remainder below the table’s minimum stake is forfeited. NZ’s live welcome differs: a deposit of $100 or more offers a cash match up to $1,000 and fifteen $1 Reward Games spread over five days. Smaller deposits provide five or ten Reward Games.

Bets covering more than 65% of outcomes do not qualify for live wagering. Examples include roulette combinations covering more than 24 numbers or betting simultaneously on Player and Banker in baccarat. The general contract also treats a single stake of at least 30% of the total balance, including bonuses, as irregular. At a $100 balance, that starts with a $30 bet, not only a bet above $30.

Welcome and regular promotions do not share one universal multiplier. Default Canadian repeat-deposit rules specify 10x for casino and 30x for live, twenty hours to fund an offer card and thirty days to complete wagering, unless the specific promotion says otherwise. Separate offers are wagered sequentially. The general contract allows an unused bonus to be removed a month after award. That period does not extend a specific offer’s shorter deadline or the lifespan of claimed spins. Breaches can lead to removal of the reward and winnings, plus an administrative charge up to the award’s value. Blocked and self-excluded accounts do not participate.

For returning NZ customers, the site describes a Loyalty Club with a personal VIP manager and priority withdrawal handling, Bamboo Bonus and weekly cashback. The VIP contract provides automatic membership after account creation, level progress from real-money play and an option to leave through the profile. Priority does not remove verification requirements; a personal level cannot be sold or transferred to another person.

Inactivity: the MGA fee and Ontario’s different process

Under the international contract, an account holding real money becomes inactive after twelve months without a login. At least thirty days’ notice must be given; that leaves time to request the balance through the ordinary withdrawal checks. The operator may then choose a €5 monthly fee or account closure. The charge is an option rather than an automatic outcome in every case. If applied, eight charges use up a €40 balance, but cannot create a debt.

You can close an account yourself by writing to support: the balance is paid out after an identity check, minus withdrawal fees. The operator may also close an account without giving a reason, and freezes it and informs the authorities if fraud is suspected.

On closing an inactive account, the operator must try to return its money directly or contact the holder. An unsuccessful payment does not mean the balance immediately disappears. Appropriation requires a final notice giving the customer a period to supply a repayment route, sent through every available means, including post. Only five years after that notice may the operator allocate the remainder to responsible-gaming programmes. The clock starts with the notice, rather than the first missed gaming session.

In Ontario, an account unused for twelve months may be temporarily frozen. Reactivation requires contacting support, and the operator must make reasonable efforts to notify the customer about funds and return them. The provincial inactivity section does not contain the international €5 monthly fee. Funds that cannot be returned are handled under applicable law, so the Maltese charge and five-year appropriation process cannot be carried over.

FAQ

Can I play for free without a deposit in Ontario?

The provincial website’s public answer says Royal Panda does not offer that option. Demo access on an international site does not establish availability on an Ontario account.

Must I install a Royal Panda app?

No. The New Zealand site offers access through a mobile browser. The App Store and Google Play links in the Canadian footer lead to BetMGM UK, a different brand; they do not establish a separate Royal Panda app.

Is help available around the clock for ordinary questions?

The New Zealand site advertises 24/7 live chat and a help centre. International pages also list +46 8 124 11 401. Availability of a contact channel does not promise immediate completion of every check.

How can I obtain or delete personal data?

The international policy generally retains data up to ten years after closure; permanent exclusion records are indefinite, and an investigation or dispute may extend retention. Download my Data provides a copy, with [email protected] as a fallback. The usual response period is one month, extendable by two more for a complex request with notice. Erasure does not override mandatory retention. Contacts are [email protected] and [email protected]; the supervisory authority is Malta’s IDPC.

How can I correct my address or phone number?

Address and phone details can be updated in the profile. For information that cannot be changed there, contact support. The operator may verify new details before amending them; an address change does not require another account.

Can I refuse a revised contract?

Yes. You cannot continue using the games after refusing it, but the contract preserves the ability to withdraw available funds and request account closure. Disagreeing with changed terms does not by itself surrender the existing available balance.
